electricarb-ultrasonic fuel vaporizer?

My friend at work was telling me that his friend has a device that hooks to your car and uses electricity to produce ultrasonic waves that vaporize the fuel to drastically increase mileage. His friend is supposedly getting 60mpg in a CRX which is capable of almost 40mpg as is. It was designed for Nasa and his friend is going to order some more at $150 each. I think he called it the electricarb.
Does anyone have any info on this? I tried google and clusty with no luck.
