Unfortunately they already did that. We just don't know the name yet.

Actually, to the world's demise, there will ALWAYS be a #1, a #2, a leader of The Base (that's what "al qaeda" means) around getting killed or "dieing from natural causes" (what ever). And that is because...

...we live in a movie world where THERE IS ALWAYS a bad guy to be chased. The only difference is that we don't get a happy ending ever. The movie is only allowed to be played at it's climax, therefore making sure YOUR attention is not diverted away from the screen.
