The second-in-command of al Qaeda has said the terrorist group does not kill innocents and that its leader Osama bin Laden is healthy, according to a transcript of an audio tape released by radical Islamist Web sites.
Ayman al-Zawahiri made his remarks in response to questions solicited on a Web site close to al Qaeda.
The questions asked his views about Egypt and Iraq as well as Hamas, the militant Islamic group that seized control of Gaza last year.
They also referred to attacks by al Qaeda and affiliated groups that have killed scores of civilians in Muslim nations, such as Algeria, Iraq and Morocco.
Al-Zawahiri, who led an Egyptian Islamic militant group that joined forces with bin Laden in the 1990s, said innocents who have been killed in attacks by al Qaeda or affiliated groups died as a result of "unintentional error" or because they were used as "human shields" by "the enemy."

It depends entirely on their definition of "innocent" I suppose. They could argue that they only attack establishment targets, but have a very poor track record in the area of collateral damage. This is simply rhetoric to bolster the nerves of any AQ members who may be having second thoughts.

I think the unspoken rule is that in Islam if the girl has reached puberty then she is 'marriagable".
According to the Islam faith, Mohammed married Aisha when she was 6, and consumated the marriage when she was 9.
Obviously the Avatar of their religion is going to directly affect their worldview...

In the UK this was especially prevalent during the IRA bombing campaigns - not to mention the other terrorist organisations.
Another argument is this one:
If it's OK for conventional forces to cause the death of innocents by collateral damage, why is it so unacceptable for terrorists to do the same?
Is it one rule for the "good guys" and another for the terrorists?
Shouldn't civilian casualties and collateral damage be less acceptable if committed by signatories to the geneva convention?
By accepting that conventional forces cause collateral damage and brushing it off as "a part of war" are we not lowering ourselves to the level of those we profess to despise when they do it?

I think it's sanctioned in Islamic law, that you can have sex with a girl as soon as she has had her first period (and/or reached puberty) but only if you are married.
