Waterboarding Demonstration

There is a specific waterboarding demonstration, where it involves a man tied to a spinning board that is attatched to the wall with a kind of bucket or bed pan looking thing over his head that they fill with water to simulate drowning.

I'm not sure if it is a cgi demonstration or if it is actual people in the demo, but i've looked everywhere for it and couldn't find anything. Does anyone know where to find or have seen the same demonstration? I originally had seen it while watching the news on t.v. but I can't remember which station.

Any info on this would be great.
