More likely, they blocked the IP address that you, for some reason, "inherited" from the original person who was blocked.
That is the problem with sites (like ATS, I think) that use IP addresses to block users, people who have non-fixed (although some, like those from my
ISP, are not altered unless there is a specific request from the modem) addresses may become the victims of IP address blocking.
If that was the case, there is no conspiracy, just someone who blocked a IP address that should not be blocked permanently.
Edit: I went there and I have seen that they also block ISPs...
