Is This For Real? Managing Weapons of Mass Destruction

This is a chilling reminder. I am curious if anyone here can verify this manuals authenticity. This was forwarded to me by a friend of mine in Florida who says it is real.

When I first saw this it certainly made me think. All I have to go on is this cover page of the manual.

It doesn't look too much like an 'official' document, really. Looks more like clipart. I can't imagine a manual like that would have such a cartoony top page.
