I use Spybot search and destroy for that pesky little bugger, because you can specify what will be opened and what will be blocked.I also use RegVac
registry cleaner;this will clean up your registry without effecting your programs and get rid of alot of unwanted junk in your PC...most people don't
have a clue they have. Both are free temporary downloads that last about 3 months.

if this pop up, supposedly blocked, is not from a "glitch" do you think the internet would be or could be hacked to broadcast global warning to
every single user?

I've had them recently myself, but then I went and got the NoScript plug-in for Firefox, and now nothing pops up. Thankfully, Firefox is much more
stable than IE.
