TIA and abduction tracking?

Hello all -

I was mulling over various conspiracy theories and this synthesis came to me:

Suppose it's true that the US government entered into agreement with the greys and allowed them to abduct a limited number of American citizens in exchange for knowledge and technology, ala William Cooper. Also suppose that the greys broke their end of the bargain by abducting whomever they wanted, whenever they wanted, and not telling the government about it.

If you were "the government" and wanted to actually know what the aliens were up to -- who they were abducting, and when, how would you do it? Well, one way to do it was to track everyone -- every man, woman, and child -- with some kind of radio transmitter, and to notice when their tracking beacon went off the radar screen, so to speak. Then you could start to get an actual count of just how many people were being abducted.

Perhaps this has already been suggested and I'm just not remembering reading it. What do you all think?
