This document is a transcript of testimony given by Jerry Paul, the Principal Deputy Administrator of the National Nuclear Security Administration (NNSA) to the House Committee on Homeland Security. He described the progress of nuclear security with Russia in cooperation under an agreement reached between President Bush and Putin in 2005 in Bratislava.

The objectives of the agreement were to account for and secure nuclear material in Russia, to implement a nuclear material traffic monitoring stations across the globe, stop the manufacture of new fissile material, shutdown nuclear reactors producing weapons grade plutonium, eliminate weapons grade material and downgrade it to be used in nuclear plants, and eliminate or consolidate other nuclear materials from around the world.

Another aspect of non-proliferation was to secure the expertise of nuclear weapons technology by finding employment for personnel so they do not contribute to proliferation.

He also mentioned that in the agreement in Bratislava, George Bush considered the gravest threat to be a terrorist organization acquiring a nuclear weapon. Efforts were to be made to keep nuclear weapons out of the hands of terrorists. Other improvements were to expand emergency response to a disaster of this magnitude.

The cooperation between the US and Russia has created a new “security culture” in which both parties benefit. This would be a joint venture to continue the Convention on the Physical Protection of Nuclear Material (CPPNM).

Report dated June 22, 2006 – 11 pages.

This document highlights the activities of the U.S./Russian Senior
Working Group (or Bratislava Initiative) on Nuclear Security
Cooperation which was established by Bush and Putin in 2005. It
states that the fear of terrorists using nuclear weapons after the
9/11 attack has accelerated the implementation of their strategy and
security upgrades should finish by 2008.

The strategy included many steps:
To account for and secure nuclear material in Russia,
To detect and prevent the movement or trafficking of weapons-usable
technologies and useable nuclear materials,
To stop the production of new fissile material in Russia,
To eliminate existing weapons-usable material,
To eliminate or consolidate the remaining weapons-useable nuclear and
radiological materials that exists throughout the remainder of the
world.

The conclusion states that the relationship between U.S. and Russia
has entered a new era in co-operation.

They demanded that we dismantle and destroy our nuclear weapons as the major condition. They refused to exchange technology citing that we were spiritually unable to handle the technology which we then possessed. They believed that we would use any new technology to destroy each other. This race stated that we were on a path of self-destruction and we must stop killing each other, stop polluting the earth, stop raping the Earth's natural resources, and learn to live in harmony. These terms were met with extreme suspicion especially the major condition of nuclear disarmament. It was believed that meeting that condition would leave us helpless in the face of an obvious alien threat


In this article it states that advanced beings approached high levels
of government and stated there would be help given if our world backed
away from nuclear weapons.
