It was not Timberlake or Jackson the idea came from MTV or CBS one of the two. After the outrage someone sat down with Janet and said "Hey I know things got a little out of control here but if you take responcibility for this you will be well compensated."

Thats it end of story. Janet was thrown under the bus to save CBS and MTV.

I think MTV is lying, and should be the ones to blame. Did mentionned earlier this month that the Janet Jackson's performance would be "shocking". So they probably knew all along, but weren't sure what the result would be, and now that people didn't liked it, they using Janet as a scape goat.
