It does look like a long exposure to me too and I have been a pro photographer for less than a year and practicing 4 years before that
What I see in this picture
1. A Scenery
2. When you want to capture a scenery at night, you have to manualy open the shutter for a longer time or set it to auto and the camera will set the
Time Value for you
3. Any moving light in a long exposure will create a streak and flashing light will create dots like that
4. If you cant imagine how long exposure work just find a photo of a highway at night. You will see long streaks of lights from moving cars.
5. the longer the exposure the longer the streak.
