I highly doubt it. Its more like which country is willing to divulge how much information to the public, and then base your conclusion.

its just artificial rain developed for agricultural purposes, and nothing more
pretty much every country can do it at the moment

I rather doubt either the Russian or Chinese are as successful with their cloud seeding as they claim.

And I admit that should it rain during the Beijing Olympics I will be most amused (the Chinese having announced they'll use their cloud seeding techniques to ensure all the rain falls before it reaches the city, ensured a dry games - something the local farmers may be less keen on)

yes but while cloud seeding is a form of weather controll i wonder just how far theyve gotten in actual controll.
how long till we can create storms earthquakes and the like?
