Bush administration officials are weighing a plan that would grant detainees at Guantánamo Bay greater rights, as part of an effort to close the facility and possibly move some of the detainees to locations in the United States locations, the New York Times reported...

Citing US officials involved in the discussions, the Times said the widely discussed proposals for revamping procedures that determine whether inmates are properly held included granting detainees legal representation....

Article goes onto mention a writ of habeas corpus case and an interesting question about Iraq detainees.


The Constitution of the United States provides that "The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it." (Article 1, Section 9)
