Bush administration officials are weighing a plan that would grant detainees at Guantánamo Bay greater rights, as part of an effort to close the facility and possibly move some of the detainees to locations in the United States locations, the New York Times reported...

The Constitution of the United States provides that "The Privilege of the Writ of Habeas Corpus shall not be suspended, unless when in Cases of Rebellion or Invasion the public Safety may require it." (Article 1, Section 9)
