Two U.S. Weather Modification Bills

Saw this article and realized these were introduced this summer. The article mentions HAARP.... there's no co-sponsors to these bills -- let's keep it that way!

(4) WEATHER MITIGATION- The term `weather mitigation' means changing or controlling, or attempting to change or control, by artificial methods the natural development of atmospheric cloud forms or precipitation forms which occur in the troposphere. Examples include rain enhancement, snowpack augmentation, and hail suppression.

According to a 2003 report by the National Research Council, 'people in drought- and hail-prone areas willingly spend significant resources on weather mitigation programs, and in 2001 there were at least 66 operational programs being conducted in 10 States across the United States.

At the same time, less than a handful of weather mitigation research programs are underway worldwide, and related research in the United States has dropped to less than $500,000 per year from a high of $20,000,000 in the late 1970s.'

The NRC report entitled `Critical Issues in Weather Modification Research' also states that `a coordinated national program of weather modification research is needed'. Such a program is supported by States that need a scientific means of evaluating current programs and increasing their effectiveness through applied research.

Would you rather dozens of private firms continued weather modification operations across the USA without any control or investigation of the consequences of their actions? Or would you rather a Board, comprised mainly of meteorological experts and other interested persons was set up to investigate the consequences of such activities and implement ways of mitigating undesired consequences?

Yeah, 'Project for the New Amer Century, the "renowned" Neocon think tank, wants "smart clouds" and other Dept of U.S. Defense orchestrated you-know-what.

Read the section about their wants of weather mod, you'll believe HAARP to be real and the 2003 Bam, Iran earthquake, killing 20,000 and the tsunami in Indochina, and lastly, the New Orleans storms have been speculated to be weather mod.

Yes, that's the point of the bill. Farmers are paying folk to cloud seed here there and everywhere - but no one is looking at what the consequences of all this is for other areas. Maybe a drought in your State is partly due to cloud seeding in another state?

and what drives me really crazy.. after reading and hearing all these things, seeing chemtrails Some people still say oh it is the CO2

i don't say i'm against the clean Earth but please use your brains and try to understand, your current moves not going to help against these tests HAARP or whatever else..

I remember couple years ago in order for a parade in Moscow to take place, couple planes cleared the sky from clouds above the capital using some chemicals

I can see why in some cases weather mod would be a great thing. At the same time though I see way too many ways for it to be abused and reasons not to do it. Especially HAARP, the little story about them artificially pushing earth's atmosphere 20 miles into space. That's a bit scary. What happens if one of these experiments royally f***ks up?

If I ever have children, I'd like them to have a planet to grow up on.
