Go read up on the concept of an "atmosphere". The blue has to do with light scattering in said atmosphere just like Earth has a blue sky (or red, or yellow, or whatever depending on the sun/pollutions/etc).
So no, water does not explain the blue color.
And the NASA Mars water picture is a concept of how it could have looked in the past.
