PORTLAND, Ore. - Bomb-sniffing dogs being used for a TOPOFF exercise in northeast Portland on Thursday detected the real thing, prompting police to cordon off a hotel, close nearby streets and shut down the MAX.

The TOPOFF 4 drill in Portland, Ore., was interrupted Thursday after a bomb scare in a hotel where Homeland Security Secretary Michael Chertoff was scheduled to visit. Police officers and bomb-sniffing dogs were sweeping the hotel's parking garage when the dogs alerted authorities of a possible bomb in a car that was later found to be owned by a TOPOFF participant. Police formed a perimeter of several blocks, shut down train service in the area, and evacuated some surrounding buildings. By 3:45 p.m., security teams found the area to be secure, however that day's drill activities were already cancelled. Police officials believe that the vehicle could have picked up explosive residue that set off the dogs.
They later discovered that the dogs had detected traces of explosives in police and military vehicles that were involved in the exercise that was being staged. The bomb residue is something common in those type of vehicles.
