Teachers put noose on tiny girl at recess

Ok, I just saw this on CNN. All they had was the video on it. Here is the link to it:

This is completely unacceptable. I also found the comment by the Gambling University President interesting where he states, that these were to be Non-violent demonstrations, or something to that effect...Non-violent? Please:shk: This is just wrong...
