Russian province gets set for 'Conception Day'

Hey yall, not sure if this belongs here, but I remember seeing something to this effect in a thread under this topic a while back. The thread stated something about the NWO and how all the religions would be pro choice or something like that if a couple wasn't married to help eliminate the need for welfare/government aid to those who could not keep in cap on it, for lack of a better term. Basically, it stated that if you're gonna have a litter of kids, YOU should have the means to support them. This article isn't about welfare and what not, but maybe this practice will be used in other countries as well...Russian province gets set for 'Conception Day'
