Remember those experts commissioned to plan terrorist attacks on the US?

I would love if someone could help me find some info on the groups of experts commissioned to plan out terrorist attacks on the US, in full, under the guise of protecting America. Does anybody remember this?

The reason I bring it up is because I don't think this would be a good way to go about protecting anything. You could, however, use it as a resource to stage terrorist attacks on the US, as well as other countries that mimic our infrastructure.
