NAU and Marshal law. how could they work together?

It seams that Bush is pushing for the North American Union. Yet leading us towards Marshal Law. What my question is; How would marshal law work if we are a NAU by then? and also vise versa, How would we become NAU if we are in a marshal law state here in US?

Could Bush gain control of Canada, Mexico , as well as the US in one shot?
