The Van Allen belts (there's an inner belt and outer belt) are just natural occurrences
that have come to exist through the capture of stellar winds and radiation by the
Earths magnetosphere.
As for safety of it, well you definitely would'nt want to sit in it in an inadequately
shielded spacecraft for more than a day or so (it would depend on the spacecraft and
your current position, so you could in theory spend longer in it at one point than another
if these variables change), however the Apollo mission was heavily shielded and
did'nt spend very much time in the Van Allen belt, and even than NASA planned
it so they only passed through the edges of it.
