Did you notice the wording..."Wait" for the Big Surprise...Almost like they are saying wait for the first attack and then conduct something else...

Hmmm, you mean like their saying to the terrorist cells; don't do anything until you see the big suprise, then attack? Like a secret message to them? Guess I didn't think about that. Its possible.
