Government satellite spying on civilians?

I dont have a problem with maybe someone tuning in on someones location for a brief moment. However I have noticed that on the NASA channel when they play the mission coverage. I don't know if that is old or new or live action. However I have noticed alot of the people that I have seen on mission coverage trolling around my neighborhood. Prior to any form of rif raf. So like why? Clearly it has not produced any results of any kind? none. not one single thing has been done to produce any results.
