Surplus chemical agents?

I heard that in recent findings that some locals, actually they are from Dallas but have migrated to Houston broke into one of those military warehouses and started drinking alot of biological stuff and chemicals that they could find and it did all kinds of weird stuff to them. Like when that dude got splashed in robocop. I don't understand why the military has not put them in containers or something. But he is like running around saying help me help me and all they did was spray him with abestos foam.

why would someone break in to a chemical store and start drinking crap at random - that is such an assanine concept i am still giggling
