Why did Raytheon give a $1000 award to a project that could only be done via corporations and governments when we are supposedly at war with terrorists living in caves?

Remember one thing - Terrorists according the the 'media' are supposed to create terror. Quietly stamping people with a microneedle array infecting them with HIV from a amusement park or swap mart meet will only serve one purpose to get rid of EXCESS PEOPLE.

You see, your first line poses a contradiction in itself. That's why your brain overheats and hurts. Yeah, it is pretty painful...I know ..been there.
Remove TV (I'd guess you don't read news rags) for just ONE WEEK and it will come to you. Trust me.

No my brain does not overheat at all because I know the answer to the question that I am asking, but am challenging others to think why that is so.

on how terrorists may execute an attack have been
looked into, and probably had papers written.

This in no way means it will happen.

The last paragraph of the paper "

The ultimate way of preventing the use of HIV as a weapon would be the development of a cure or a vaccine for HIV. Barring a the discovery of a cure for HIV, the best way to prevent the use of weaponized HIV would be through the careful monitoring of infection patterns of HIV as well as through traditional intelligence gathering means to discover such a plot before it can be fully implemented.
