If your troops are good enough, you won't need that many.
All it would take is some sort of cataclysmic dispute in relations between to otherwise friendly nations in order to give rise to a 'new' order.
Think about how Hitler managed to subvert so many different elements of the Military, think about how people like Saddam Hussein managed to gather an
armed force under their command.
It's possible if you simply 'take control' of the situation when everyone else seems to be running about like headless chickens.
The first stages of the NWO happened a long time ago, friend - look through history and think about the way the world's geo-political structure has
been formed.
For example; During medieval times Russia was a comparably weak state which held claim to a few eastern european states, competing with the likes of
Hungary and the Holy Roman Empire, however despite the chaos that erupted as a result of several armed conflicts (known as the time of troubles)
nearing the end of the Rurik Dynasty, Russia ended up as one of the strongest and most respected nations known throughout the world.
Which is odd, because a country which seems to have had countless revolutions and examples of regicide would not often spring to mind as a state that
could be said to be 'prosperous'.
Interesting to note is the supposed conspiracy theories going on at the time, but that's another story.
It isn't hard to raise an army -
or take command of one, when you have the proverbial 'royal blood'*.
*A modern day example of this in the democratic west would be something similar to how the United Nations and NATO were formed.
