department of state guilty of racketteiring

when you apply for a passport its 97$ and should take about 10 weeks, but now you pay you hard earned money wait ten weeks and guess what no passport. they cashed your check so you call the phone number and they hang-up on you. then you send a email and you are sent back a form mail that says you cant get it till 2 weeks before your trip and it still may not come in time. an you need to send 60 more dollars.
i think thats a low down dirty rotten scam to pull because if spend 400$+ on a plane ticket i want my passport i paided 6 months ago.
