Whatever that is it looks like it's been burned, pretty badly. Whale bodies contain a LOT of fat (blubber) which I spose if it got hot enough would
expand & burst out of the skin, causing the 'hair'. My theory is it's a whale which died at sea, floated to the surface & burned under the sun.
Also don't forget a dead carcass in water will bloat to many time's it's natural size. This combined with the hot sun and gasses building in the
body, would have caused the skin to rupture or 'explode'.
The '4 paws' are merely just globs of bloated blubber.
