Looking for a book.

I read a book back in the early "90s" that had alot to do with the NWO and the government. I can't remember the title but I do remember that it was endorsed by or backed by the Police Chiefs of America or the Fraternal Order of Police, something like that. The copy I read was in three ring binder type. It read about everything from what the government had/has planned to current events of what TV programming was/is going to be, gun control, future conflicts etc...

I know this is quite vague, at the time it was a real eyeopener. That's about all I can remember.

Can any body help with the title or where I might find another copy, a bookdump perhaps?
