Looks like some sort of foam substance. It appears to move very slowly, as if being blown by the wind... audio suggests windy conditions.

Prettt obvious pieces of styrofome of some sort. They even show a piece laying on the ground at their feet at the start of the video. So no UFO here, more like a IBO (Identified Blowing Object)
