The poster of that video, one CharlesBand, wrote his description of the video in Portugese, which mechanically translates thus:
I found in Emule the continuation of that Secret Nasa's Video that I postei. Some E.ts is seemed human beings as this said the site and tbm some programs of TV that I attended. The faces that are filming maltreat it but later they had been died without explanations of the specialists.
Which I take to mean that the guy is posting this "Secret Nasa Video" as representation of a captured ETs or human/ET hybrid (that died later). I believe he's saying that this is taken from a TV program, as are some of his other videos.
Just a word on these videos coming out of Spain & Portugal: They all appear to be works of the same kind, shot in night vision, heavy emphasis on glowing eyes, and obvious audio-visual editing. Here are a couple of other creepy-ass videos from the same crop, I'm guessing:
Girl in the Graveyard
"Fallen Angel"
Just as in the "captured ET" video, these vids rely on darkness (to further obscure details of the hoax, I assume), night vision, and a hastily scrambled ending. All three of them share these characteristics, and I'm guessing that they're from the same production studio.

The "Fallen Angel" one was a production for the clothing company Diesel, as part of a viral marketing campaign for it's new 'Angel Wings' range. Don't think the Girl in the Graveyard was for the same thing.

Synopsis:
Johnny is a hyperactive, shape-shifting mutant child, kept locked away in a basement. With only his feverish imagination and his terrified dog for company, he finds ways to amuse himself in the dark.
Rubber Johnny is the latest creation from the UKs most imaginative filmmaker, Chris Cunningham. Featuring music by legendary electronic composer, Aphex Twin, this nightmarish and hallucinatory experimental short film is accompanied by 40 pages of drawings and photographs - Cunninghams first published book of original artwork.
