Actaully it is very hard to determine if this is a hoax. This footage (to me at least) is pretty compelling. If it was a hoax perpetrated by the
USSR, then they went to great lengths.

The film was analyzed and determined to be concurrent with 1960's Russian film, the serial numbers at the beginning, the KGB embedded logo, and
various other attributes state that this was indeed real KGB footage of an event. KGB documentation also coincides with the film - as do KGB
witnesses to the event. Military officers are seen and also identified as to be real and genuine officers. There is also an autopsy portion to this
film where a torso and arm are being examined by doctors in white lab coats. All of the doctors within the film were identified and it was determined
that they were actual doctors during that time period, but unfortunately all of the doctors suffered mysterious brain hemorrhages and died. The
hospital/medical facility in which they are doing the autopsy has also been traced to an area where the USSR did lots of experimentation regarding
biological research.
What is even more compelling is that some ex-KGB agents have even come forward to validate the claims that it did indeed happen.
As for the shape of the saucer, it is too bad that the other side of it was not filmed because it does give a poor impression of being too small, but
then when looking at the footage of the autopsy, the occupant seems to have been relatively small. Also, we are making assumptions about 'their'
technology - just because the craft is small doesn't mean really anything.
Just for the sake of this debate - I wanted to post the links to the Roger Moore documentary about this that offers evidence against this being a hoax
- but unfortunately it looks like YouTube took it down
