A Russian virus expert warned that a human pandemic of the bird flu virus was highly likely and called on the government to stock up on medicine and prepare hospital beds.
'No quarantine measure can prevent the pandemic. It can only slow it for a few days,' Dmitry Lvov, director of the Virology Institute at the Russian Academy of Sciences said at a news conference in Moscow....

The cable's main intent was to provide guidance to all staff regarding "shelter-in-place". That is, in the event of severe pandemic influenza with high morbidity, the public may be advised to self-quarantine. Therefore, current guidance notes that families should be prepared to "shelter-in-place" for up to twelve weeks, and maintain sufficient food and water supplies to accommodate that entire period.

I've not looked into the prep-packages that Costco is selling. But some of the best ways to prepare is to create an "Extended Pantry", and rotate the food items into your daily food supply thus keeping them fresh.

* Hand sanitizer:minimum 1 pocket size and one large to refill from
* Bleach- unscented, 1 gallon
* Vinegar: plain, 1 gallon for disinfectant purposes
* Toilet paper 10-15 rolls

* Paper plates, cups, disposable silverware
* Manual can opener
* Camp Stove, sterno or other alternative heating method to boil water and fuel
* Flashlights: One per person minimum, consider LED lights to reduce battery usage. Additional LED headlamps extremely useful.

* Children specific items: Food, formula, diapers, OTC medicines

Be careful of fear mongering. There are many websites and snake-oil salesmen that want to profit from from Bird Flu. A general rule of thumb is to stick with non-profits and sites that don't rely on advertising dollars. Don't buy in fear, take some time to figure out the supplies you will need for at least 30 days. Right now you have the time to prepare, not panic. Buy things you can rotate into your regular (daily) food supplies.
I've been following Bird Flu (H5N1) for over a year now. I'm not sure why some of you are encountering people arguing and fighting for supplies. Bird Flu is definitely a threat, however no one knows when, where or even if H5N1 will become pandemic. As of right now Bird Flu is not efficient at transmitting Human-to-Human-to-Human.
As for the expanded-pantry perhaps this list will help:
