I am using Windows Vista now, and Active Desktop was replaced by the Windows Sidebar, so I can not see for myself how to activate it.
Using just my memory, it was activated by right-clicking on the desktop (not on the icons) and checking an option saying "Active Desktop".
After that you could go to the Control Panel/Display (or something like that, I only remember the Portuguese version so the names could be different)
and choosing an advanced option or directly a "Web" option. After that you can choose a web page, and that web page will apear on the desktop.
So, if you can see a video on a web page you can see it on the desktop.
I don't know if this works with a live video feed, but as a free option (if you have Windows 98 or newer, except Vista) I think it's worth a try, if
you could understand what I tried to explain.
