A hierachy exists.

The nearer the top in the hierachy you are the larger your stamp is. A larger stamp anihilates a smaller stamp overriding it.

Who has the biggest stamp?

Well, obviously you want us to say "The guy at the top of the hierarchy has the biggest stamp," so that must be the wrong answer. That's a starting place.

You couldn't climb the hierarchy that is already in place, because at each level your stamp would be annihilated by the existing stamp holder of that level (who would possess a larger stamp than yours). This just dead-ends at a stagnant hierarchy, with each stamp-holder fearing any attempt to move up the chain of command.

So... It's the guy at the top.

If you are smart you call up Pitney Bowes and buy a postal metering machine and avoid stamps all together.

Needless to say, the stamp makers are the ones on top, not the owners of them.
