The DoD for the past several years has been assuring Europe that it's presence is not going to dissipate but will evolve and will probably remove
itself from Germany.
Currently areas are being studied for the construction of US military bases in Poland, Bulgaria, and Rumania, as well as other Eastern European
countries. This pushes close to Russia and puts the US in the former Soviet Sphere of influence - historically it has always been Russia's sphere of
influence.
It is thus very likely that the new world will look like a tighter reign on Russia, which may cause conflict but would limit Russia's ability to do
damage to the free world.
This move will probably also improve the economies of the various Eastern European nations and will thus be more stabalizing over the years.
