Can you tell me where can I get the answers to these questions?

As for the avatar question, or the answer to many other questions, the best place to start is the ATS Handbook. That will give you instructions on how to upload an avatar.

As for the forums you're not allowed to see, What is your question about them? Which forums are you asking about?

The Forums that you can not view are reserved for Administration basically except for RATs (Really Above Top Secret) that takes 5000 ATS points to enter.
