Who did have the authority?

So, the investigators themselves didn't have authority to save the steel? Good question. Who DID have the authority then?

And since the investigators themselves couldn't save the steel, how can people claim that there was a thourough investigation of the steel?

Also, could you source that quote please for verification? Thanks.
Sorry Griff. That quote came from the 9/11 research sitehere
