Weather prediction requires a skill that is likely discreet and indeterminate in its scope to the average consumer.
Weather manipulation (if indeed that is what HAARP is truly involved in) would then likely require vast, unending data streams upon which to build
models and to develop databases to surplant existing conditions such as cloud formation, moisture content, atmospheric pressure, etc.
The iPod and the industry built around it offers a nearly infinite pool of nearly random data from which to draw and direct through HAARP.
