Cycling's world ruling body, UCI, is set to sign the World Anti Doping Agency's (Wada) international code.
UCI is the only international sports federation yet to sign the code, which is mandatory for all Olympic events.
Wada president Dick Pound said "The UCI has indicated it will accept later in July, and I think the target date is 25 July.
"It is quite late but it is nevertheless ahead of the Athens Olympics" added Pound.
