Well if it is anything to do with HAARP, then there's more than meets the eye.

The CUTLASS radars form part of SuperDARN , an international network of similar radars covering almost 180 degrees longitude in the northern
hemisphere and including conjugate stations in the Antarctic.
Scary, so, there's a huge network of these devices.

I don't see the HAARP facility on there, but who knows. There's obviously a network of several countries all cooperating on this.
Of course, it could all just be innocent research.
