I got the latest version of Civ4 WorldBuilderSave/Scenario/Map Editor and every time I try to load anything on it I get this

jitDebugging value set in the system.windows.forms section.
The application must also be compiled with debugging
enabled.

Seems the game has lots of problems like this.
