Why did we need to monitor a russian exercise?

yes, fair be it... its a foreign power off our coastline doing training...

but did we need to move our fighters there?
was there a chance russia was going to invade?
I dont think so.

why couldnt we just monitor it as normal?

A good question. Specailly now that we have all kinds spaceborne and ground systems to monitor everything.
