Discussion has centered heavily on Sigismund (holy roman emperor) however a correct phrasing has not yet been found. It is possible that the technically incorrect answer (albert II, king of the romans) is expected, even though he was never crowned holy roman emperor.

I think you are correct that we should be looking at Franz and his assassination is the event that introduced a sudden change. So, what holy rule occured 4 minutes, hours, days, prior to his assassination to act as a catalyst for this event?

Or... it could be Ferdinand Marcos and somehow related to the 4th shoe in Imelda's collection

Mea Culpa. That was from early on when this one looked relatively easy, and I never took it down when it became clear that no phrasing of sigismund was going to work.

I'm looking up a concordat between the Holy See and Serbia that was arranged on 24 June 1918. Got a start by googling Vatican + June 24, 1914, then adding serbia when I started to see stuff on this concordat.

I can only work for another 10 minutes so somebody else may want to investigate that.
