Will N. Korea blink?

"Japan will impose a total ban on North Korean imports and prohibit its ships from entering Japanese ports over the North’s declared nuclear weapons test, a news report said today.

The sanctions, which will also expand restrictions on North Korean nationals entering Japan, are to be announced following a security meeting later today, public broadcaster NHK reported."

Banning all imports, to me, is pretty close to full scale sanctions. I wonder if the international community will follow Japan's lead. Will North Korea follow through on their threats?
