project blackwing/blacklight

any one here have any info on a "project blackwing" also refered to as "project blacklight", it has something to do with a type of "mask" that can cover up planes or some type of aircraft or lightwieght vehicle.

i was told about this from an old family friend he was talking to me about a project blackwing, something to do with a chamelon like thing for planes or vehicles, some kind of masked mirror or some kind of reflective sheet. does any one have any info on this??????
