Is that the outer shell? Or the core of the tower?

Its the outer shell, remember the center of the WTC was only hollow shaft with elevators and stairwells (lol)

Nah, that's part of the core. The standing remains are known as the "spire" among 9/11 researchers (mostly conspiracy theorists I guess, as no one else seems to notice it).

In some images you can clearly make out the box columns and their lateral bracing. The structure seen partially failed at the bracing it looks like, and sections tipped like trees, but then the rest of the structure began sinking vertically as you can see, and straight down into the footprint.



Portions of the WTC2 core were also photographed standing, but not as extensively, though WTC2's core seemed to be more intact before its destruction.
