Who is more Responsible for 9/11?

Michael Hayden, former director of the National Security Agency, or George Walker Bush, president of the United States of America? I believe that Hayden is, as 9/11, although a horrible disaster, was minimal compared with the mass destruction that the USA faces on a daily basis. George Walker Bush would be most responsible for very severe disasters.

If you think neither is mostly responsible, who do you think is and indicate his or her position in the government.
