Hidden Hand in Bali Bombing?

Being interviewed on Australian ABC's "Foreign Correspondent" Indonesian Muslim cleric Abu Bakar Bashir claims that the Bali bombing in 2002 that killed 202 people, was carried out by the CIA, and that the bomb was a mini-nuclear device.

Bashir, convicted of having prior knowledge of the 2002 attacks which killed 202 people including 88 Australians, now claims United States' top spy agency was involved in the attacks.

Bashir blatantly peddles these internet conspiracy theories and teaches a fundamentalist Islamic creed at his religious school at Solo in central Java.

Could he be telling the truth?

Is it possible that the CIA did in fact have a hand in this terror act in the largest Muslim nation in the world?

Discussion about the capabilities of a mini-nuke would be appreciated, as I have no knowledge of these devices.
